Funding Opportunities
Cummins Cal Pacific, LLC is Southern California’s expert in performing engine repowers and retrofits. We know that compliance with the current CARB emissions standards can be a large investment. That is why Cummins Cal Pacific’s territory managers and staff pride themselves in being the knowledge leaders in available funding opportunities. Depending on your vehicle’s application there may be several funding programs available for your use.
These funding programs work to incentivize emission reductions above and beyond what the current regulations will create. They are designed to improve the air quality in the State of California by funding cost-effective projects that use proven technologies and procedures to reduce oxides of nitrogen (NOx), particulate matter (PM) and reactive organic gases (ROG) from diesel powered engines.

Funding Programs by Air District
Carl Moyer - Currently soliciting applications for the off-road heavy duty equipment or repower electrification program.
Mobile Source Emission Reduction Competitive Bidding Program - Approximately $1,000,000 available for emissions reductions projects including the repowering of existing diesel vehicles with alternative fuel engines.
Carl Moyer - District is currently waiting for funds from the state.
Carl Moyer Voucher Incentive Program (VIP) - Approximately $500,000 is available for fleets that have 10 or fewer on-road heavy duty diesel fueled vehicles with a gross vehicle weight rating (GVWR) greater than 14,000 pounds. Funds are available for engine retrofit purchase and installations, new replacement vehicle purchases, and used replacement vehicle purchases.
Goods Movement Emissions Reduction Program Prop 1B - Approximately $480,000 is available for owners of eligible commercial diesel harbor craft vessels used in freight movement (tugboats, crew and supply vessels, towboats, work boats, pilot vessels, & commercial fishing boats) to upgrade to cleaner technologies. Applications will be received until 5:00 PM on August 12, 2011.
Cash for Cleaner Engines - Currently accepting applications for off road equipment replacement projects. Program provides incentive funding for part of the cost to replace the entire piece of off-road equipment where replacing the engine only is not possible or where the engine repower is not cost effective.
Surplus Off-Road Opt-In for NOx (SOON) Program - Funding is available to fleets looking to purchase lower emission heavy duty engines to reduce NOx emissions from in use off-road vehicles. SOON funds can be used for vehicle retrofit, repower, or replacement projects. Program can cover up to 85% of the total cost of purchasing and installing newer emission reducing engines. Applications must be submitted by 1:00 PM, on Friday, November 4, 2011.
Carl Moyer On Road Heavy Duty Vehicle Voucher Incentive Program (VIP) - Funding program aimed at fleets with 10 or fewer vehicles that operate at least 75% of the time in California. The program provides funds for vehicle replacements and the installation of approved diesel emission control devices. A maximum of $45,000 per truck is available for vehicle replacements and a maximum of $10,000 is available for retrofits. Applications will be considered until funding is exhausted.
Off-Road DECS Fleet Demo Program - The Mobile Source Air Pollution Reduction Review Committee (MSRC) has initiated a program to help fleets located in the South Coast AQMD, by funding up to 100% of the cost of purchasing and installing a diesel emission control retrofit device. Over $2.2 million in funds is available for applicants. Applications will be accepted until October 7, 2011.

Agricultural Assistance Program - Accepting applications for agricultural pump repower and electrification projects.
